The Institute for Children and Families institution MIES-INFA as guarantor of the rights of children and adolescents made a public appeal to be given effect to the Ombudsman Resolution No. 99-40467-CNDHIG-2009-MGAO that It states "to take specific measures to prevent girls and children under twelve years, considered priority groups, subjects of rights and interests, enter the bullfight."

While this standard was born in front of the Bullfighting Fair "Jesus del Gran Poder" in the city of Quito, ombudsmen resolution extends its scope to other country's bullfighting because it states: "Additionally, and in accordance with the powers of the Ombudsman of the People, for the protection and safeguarding of human rights, these measures should be extended nationally to all bullfights that take place in the arenas of the country. "
